SIST ETS 300 161 E1:2006
(Main)Satellite Earth Stations (SES) – Centralised control and monitoring functions for VSAT networks
- Abstract
This European Telecommunication Standard (ETS) defines the requirements for two-way Very Small Aperture Terminals (VSATs) operating in the framework of a satellite network for digital communications purposes. In these networks there is a set of control and monitoring functions at each VSAT and a separate set of Centralised Control and Monitoring Functions (CCMF). The control and monitoring functions are designed to limit interferences to users of the frequency spectrum due to a fault condition at a VSAT. ETS 300 160 [2] defines the requirements for the control and monitoring functions in a VSAT as defined in ETS 300 159 [1]. These control and monitoring functions are only applicable to the satellite access subsystem of the VSAT. This ETS contains the requirements for the CCMF. NOTE: The use of the term "centralised" does not imply any particular topology VSAT system. It refers to the fact that functions are implemented at system level and not in every one of the VSAT.

SIST ETS 300 161 E1:2006 is the Slovenian adoption of ETS 300 161 Edition 1 from SIST, on Satellite Earth Stations (SES) - Centralised control and monitoring functions for VSAT networks. It specifies the centralised control and monitoring functions (CCMF) used with two-way Very Small Aperture Terminals (VSATs) in satellite networks for digital communications, mainly to limit interference when a VSAT develops a fault.
What does SIST ETS 300 161 E1:2006 specify?
SIST ETS 300 161 E1:2006 specifies the requirements for CCMF at system level for two-way VSATs in satellite networks for digital communications. It is about the centralised functions that supervise and control VSAT transmission behaviour, rather than the control functions inside each VSAT.
The scope ties this work to the satellite access side of the VSAT system and points to ETS 300 160 for the control and monitoring functions within a VSAT. The document is arranged into Scope, Normative references, Definitions, Abbreviations, Requirements, and History.
A key scope note is that the word “centralised” refers to functions implemented at system level, not to any particular network topology. In practice, that means the standard is concerned with where the functions are performed, not with the physical layout of the satellite network.
What are the key requirements of SIST ETS 300 161 E1:2006?
SIST ETS 300 161 E1:2006 focuses on five main CCMF functions: monitoring receive level, monitoring transmit frequency error, suppressing transmissions, validating VSAT transmission, and re-enabling transmission. These requirements matter because they let the system detect faulty behaviour, stop harmful transmissions, and restore service in a controlled way.
Receive signal level monitoring
Clause 5.1 requires the CCMF to monitor the signal level of any transmitting VSAT on demand. The manufacturer must explain how the CCMF identifies a VSAT that is transmitting with an abnormal signal level. In practice, this supports fault detection and investigation when a terminal may be causing interference.
Frequency error monitoring
Clause 5.2 requires the CCMF to monitor transmit frequency error for any VSAT transmission, again on demand, with respect to the nominal carrier frequency. The error threshold must be modifiable. In practice, this lets operators adapt the alarm or monitoring limit to the system they are running.
Suppression of transmissions
Clause 5.3 requires it to be possible to suppress transmissions from each individual VSAT or from all VSATs at once. The CCMF provides the inhibit command mechanism, for example by sending Central Control Disable (CCD) messages on the control channel, and execution of suppression must take no more than 1 minute. The manufacturer must also provide an agreed test procedure. In practice, this is the emergency stop function for a faulty terminal or for the whole group.
VSAT validation
Clause 5.4 sets out two alternative ways to confirm that transmissions are correctly received: validation by the CCMF or by any receiving station. Where the CCMF method is used, clause 5.4.1 requires the CCMF to request a status message from each enabled VSAT, either once or periodically. If the status message does not arrive within a predefined system-specific time, an alarm must identify the VSAT. This gives the operator proof that the terminal can still send usable traffic.
Enabling transmission
Clause 5.5 requires the CCMF to be able to re-authorise transmission by means of a Central Control Enable (CCE) message. In practice, this is the controlled way to restore service after a suppression action.
What terms does SIST ETS 300 161 E1:2006 define?
- Centralised Control and Monitoring Functions (CCMF) - the system-level functions that monitor and control correct operation of all VSATs in the system.
- Very Small Aperture Terminal (VSAT) - the satellite terminal covered by the standard.
- Central Control Disable (CCD) - the message used to inhibit VSAT transmission.
- Central Control Enable (CCE) - the message used to re-authorise VSAT transmission.
- Control channel(s) - the channel or channels over which VSATs receive control information from the CCMF, carried by the same satellite used by the system.
Who uses SIST ETS 300 161 E1:2006?
SIST ETS 300 161 E1:2006 is used by manufacturers of VSAT equipment and by designers of satellite networks that need centralised supervision of many terminals. It is also relevant to operators and test teams who need to check remote monitoring, transmission suppression, and re-enablement functions.
The standard is especially useful where unattended operation is expected and where the system must limit interference from a faulty VSAT. Buyers and quality teams can use it to check whether a proposed VSAT system includes the CCMF functions described here.
Which standards are used with SIST ETS 300 161 E1:2006?
- ETS 300 159 - defines transmit/receive VSATs used for data communications in the Fixed Satellite Service (FSS) 11/12/14 GHz bands.
- ETS 300 160 - defines the control and monitoring functions at a VSAT that this standard builds on.
What does the SIST ETS 300 161 E1:2006 document contain?
The document contains the scope, the referenced standards it depends on, definitions, abbreviations, and the main requirements for CCMF. Clause 5 is the core of the standard and covers signal-level monitoring, frequency-error monitoring, suppression of transmissions, validation of VSAT transmission, and enabling transmission.
It also requires manufacturer explanations for some functions and agreed test procedures for verifying certain behaviours. Those parts are intended for implementation, testing, and conformity checking rather than for describing the VSAT radio design itself.
