SIST ETS 300 424 E1:2006
(Main)Satellite Earth Stations and Systems (SES); Network Control Facilities (NCF) for Land Mobile Earth Stations (LMES) operating in the 1,5/1,6 GHz bands providing voice and/or data communications
- Abstract
This European Telecommunication Standard (ETS) provides specifications for the standardization of the characteristics of the minimum required Network Control Facilities (NCFs) for Mobile Earth Stations (MESs) with both transmit and receive capabilities in order to ensure that the network operator is able to suppress and enable the transmissions from the MESs. In particular, these facilities will permit to stop certain interference situations resulting from the emissions from the MESs. This ETS defines specifications for the control facilities in an MES network operating voice and/or data communications, as defined in ETS 300 423 [1]. This ETS deals with specifications defined, in order to protect other users of the frequency spectrum from unacceptable interference.

SIST ETS 300 424 E1:2006 is the Slovenian adoption of ETS 300 424 Edition 1 from ETSI. It specifies minimum Network Control Facilities (NCFs) for Land Mobile Earth Stations (LMESs) operating in the 1,5/1,6 GHz bands for voice and/or data communications. In practice, it gives network operators a standard way to suppress transmissions, and where supported, re-enable them, to help limit harmful interference.
What does SIST ETS 300 424 E1:2006 specify?
SIST ETS 300 424 E1:2006 specifies the control facilities needed in an LMES/MES network so that the network operator can suppress and enable transmissions from mobile earth stations. The focus is on protecting other spectrum users by controlling emissions from the MES.
The document is organized into:
- Clause 1 - Scope
- Clause 2 - Normative references
- Clause 3 - Abbreviations
- Clause 4 - Test report
- Clause 5 - Suppression of MES transmissions
- Clause 6 - Enabling of MES transmissions
- History
This structure is practical: the first clauses define the context, and the later clauses state the required behavior and how to verify it.
What are the key requirements of SIST ETS 300 424 E1:2006?
The core requirement in SIST ETS 300 424 E1:2006 is that the NCF must be able to control MES transmissions so a network operator can stop unwanted emissions. That matters because interference control is the main purpose of the standard.
Suppression of MES transmissions
Clause 5 requires that transmissions from any MES can be suppressed by entering the appropriate command at the NCF. In practice, operators need a standard control point that can cut off a station when interference or misuse has to be stopped.
For systems that do not block initial burst transmissions, such as "request" or "login" bursts, Clause 5 also requires two things:
- the network must be able to inhibit all communications from the MES terminal through the network
- the network must be able to inform the MES user that the terminal is inhibited
This is important because early bursts can still create interference before a normal session is established.
After the inhibition command is entered, the selected MES must enter the inhibited state within 30 s. In practice, that sets the response time that designers and operators must meet and verify.
Verification of suppression
Clause 5 says suppression is verified by documentary evidence and demonstration. Verification has to be done after commanding inhibition under three conditions:
- before the MES is reset or powered on again
- during a period of transmission
- before an intended period of transmission
This ensures the suppression function works not only in ideal test conditions but also in normal operational states.
Test reporting
Clause 4 requires the test report to include all parameters and operational conditions, as well as the test results. For laboratories and acceptance testing, this means the report must show what was tested and under what conditions.
Re-enabling transmissions
Clause 6 requires that transmissions can be re-enabled at the NCF for an MES whose transmissions were previously suppressed, provided a link is available. Compliance with this clause is only required if the manufacturer requests it. In practice, this is the controlled recovery path after a suppression event.
What terms does SIST ETS 300 424 E1:2006 define?
- Land Mobile Earth Station (LMES) - The mobile earth station type covered by the standard, operating in the 1,5/1,6 GHz bands for voice and/or data communications.
- Mobile Earth Station (MES) - The station whose transmissions can be suppressed or re-enabled by the NCF.
- Network Control Facility (NCF) - The network-side control function used to issue suppression and enabling commands for MES transmissions.
- Voice and/or data communications - The service type carried by the LMES network addressed by this ETS.
Who uses SIST ETS 300 424 E1:2006?
SIST ETS 300 424 E1:2006 is used by satellite network operators, LMES/MES equipment manufacturers, and test or certification teams working on control of mobile earth station transmissions. It is relevant in satellite earth station systems that need a standard way to stop emissions that may interfere with other spectrum users.
In practice, operators use it to define network control behavior, manufacturers use it to design compliant NCF functions, and test teams use it to check suppression, timing, and re-enable behavior.
Which standards are used with SIST ETS 300 424 E1:2006?
- ETS 300 423 [1] - This referenced standard defines LMESs operating in the 1,5/1,6 GHz bands providing voice and/or data communications, which is the network environment this ETS addresses.
What does the SIST ETS 300 424 E1:2006 document contain?
The document is a concise procedure-oriented ETS. It contains a short scope, the single normative reference, a list of abbreviations, and two functional clauses covering suppression and enabling of MES transmissions.
It also defines what a test report must record and how suppression is verified in different operating states. For implementers and test teams, the most useful parts are the command-based suppression requirement, the 30 s response time, the three verification conditions, and the optional re-enable function when a link is available.
