SIST EN 301 649:2000 is the SIST adoption of ETSI EN 301 649, the DECT standard for DECT Packet Radio Service (DPRS). It specifies packet data services for Digital Enhanced Cordless Telecommunications (DECT) systems that connect terminals to fixed infrastructure in private and public environments. The document defines two service classes: class 1 for closed user groups and class 2 for roaming-oriented applications.

What does SIST EN 301 649:2000 specify?

SIST EN 301 649:2000 specifies the packet radio service framework for DECT systems conforming to EN 300 175, parts 1 to 7. It is the basis for application-specific access profiles and for interworking with external packet-data, frame relay, and character-oriented networks.

AnnexWhat it covers
AOperating parameters and configuration capabilities
BInterworking conventions for Frame Relay (FREL) services
CInterworking conventions for character-oriented services
DAmendments to EN 300 175
EDistributed Communication Specification Protocol Requirements

The standard distinguishes service class 1 and service class 2. Service class 1 is aimed at closed user groups with pre-registered terminals and implicit service settings, while service class 2 supports roaming and explicit service association at call setup.

What are the key requirements of SIST EN 301 649:2000?

SIST EN 301 649:2000 sets the extra DECT requirements for packet data services across the PHL, MAC, DLC, NWK and Management Entity (ME) parts of the stack. In practice, it tells implementers how DECT equipment should establish, suspend, resume, protect and route packet connections.

PHL and MAC foundations

Clause 5 points to EN 300 444, clause 11, for the Physical Layer (PHL) requirements. Clause 6 adds MAC-layer rules, and for mobility class 2 it requires the extended fixed part information message with bit a12 set to 1. That matters because class 2 devices need the extra information for roaming and service negotiation.

Service support and procedure mapping

Clauses 6.1 and 6.2 map which MAC services are mandatory, optional or conditional, and which procedures realize them. The table covers noncontinuous and continuous broadcast, paging broadcast, advanced connections, error detection and correction modes, encryption, quality control, physical channel selection, bearer replacement, bearer handover, connection handover and GF-channel use. This is the practical checklist for implementers and test labs.

DLC services and interworking

Clauses 7.1 and 7.2 do the same for the Data Link Control (DLC) layer. The document includes LU10 Enhanced Frame RELay service (EFREL), FU10a/b/c frame types, LAPC plus Lc class A and class U services, broadcast Lb service, connection modification, and encryption activation and deactivation. These define how user data and higher-layer signalling are framed, segmented, acknowledged and transported.

NWK functions

Clause 8 limits the Network (NWK) layer to Call Control (CC), Mobility Management (MM), Link Control Entity (LCE) and Connectionless Message Service (CLMS), and says only mobility class 2 needs a NWK layer. The feature tables cover outgoing and incoming calls, authentication, location registration, service negotiation, dynamic parameters allocation, temporary identity assignment, link control, internal calls, service calls and identity assignment. For a buyer or designer, this is where call handling and roaming behavior are defined.

Management Entity behavior

Clause 9 is central to real-world operation. It assigns the ME responsibility for logical connections, physical resources, MAC MBC, TBC and physical connection management, and class 2 mobility support. It also defines when the FP may resume, suspend or modify a physical connection, including no-data activity, minimum-bearer violations and loss of received bearers. That is what controls radio-resource use and network efficiency.

Annex-specific protocol behavior

Annexes B, C and E add the protocol rules for Frame Relay interworking, character-oriented interworking and Distributed Communication. Annex D updates EN 300 175 procedures so the DPRS procedures fit the base DECT stack.

What terms does SIST EN 301 649:2000 define?

  • Service class 1 - DECT packet data operation for local-area, pre-registered closed user groups, with implicit service parameters.
  • Service class 2 - DECT packet data operation for private and public roaming, with explicit service association at service request time.
  • Physical connection - The set of bearers and Traffic Bearer Controls (TBCs) associated with one logical connection.
  • Logical connection - The MAC-layer association used by higher layers to exchange U-plane or C-plane data.
  • Permanent Virtual Circuit (PVC) - A user connection established and cleared by configuration, not by call setup.
  • Virtual Call (VC) - A packet-mode user connection set up and released by NWK C-plane procedures.
  • Management Entity (ME) - The controller that manages physical resources, logical associations and mobility behavior.
  • Distributed Communication - DECT support for direct communication between members of a closed local DECT network.

Who uses SIST EN 301 649:2000?

SIST EN 301 649:2000 is used by DECT equipment designers, protocol developers and system integrators building packet-data terminals, Fixed Parts (FPs), Portable Parts (PPs) and InterWorking Units (IWUs). It is also used by operators and buyers planning private or public DECT data deployments, especially where roaming, encryption, call control or interworking with Frame Relay or character-oriented networks matters.

Test labs and compliance engineers use it to map supported services and procedures, while quality managers use it to check whether a product supports the right class, profile and interworking behavior.

Which standards are used with SIST EN 301 649:2000?

SIST EN 301 649:2000 relies on the DECT Common Interface series EN 300 175-1 to EN 300 175-7 for the base DECT architecture, radio, MAC, DLC, NWK, identities and security. It also references EN 300 444 for GAP behavior and EN 300 824 for CTM access profile behavior.

For interworking and testing, it names EN 300 176-1, ETR 043, ETS 300 476-2 to ETS 300 476-5, ISO/IEC 8802-3, ISO/IEC 8802-5, RFC 791, RFC 1661, RFC 1662, CCITT Recommendation V.24 and ISO/IEC 9646-7.

What does the SIST EN 301 649:2000 document contain?

The document contains service descriptions, service objectives, layer requirements and detailed procedures for MAC, DLC and NWK operation. It also includes performance objectives such as supported SDU sizes, delay and throughput targets, plus service support and feature-to-procedure mapping tables.

A large part of the document is procedural: paging, setup, release, modification, suspend/resume, encryption, quality control, channel selection and handover behavior. The annexes add operating parameters, interworking rules and protocol requirements for external networks and distributed communication.
