SIST EN 300 292 V1.2.1:2003 is the Slovenian adoption of ETSI EN 300 292 V1.2.1 for the Telecommunications Management Network (TMN). It specifies a management information model for call routeing information management on the Operations System/Network Element (OS/NE) interface, so it is aimed at exchange management, routing control, and digit analysis in circuit switched networks.

What does SIST EN 300 292 V1.2.1:2003 specify?

SIST EN 300 292 V1.2.1:2003 specifies a management information model for the routing and digit analysis function in an exchange, restricted to circuit switched network elements and the OS/NE (Q3) interface. The model is built for signalling systems DSS1, C5, SS No.7 - ISUP only, and R2.

The standard is organized into clauses for scope, references, definitions, functional requirements, conformance, the information model, object class descriptions, and formal OC definitions. It also includes two informative annexes with configuration examples.

AnnexWhat it covers
Annex AOC configuration examples
Annex BObject instance configuration examples

What are the key requirements of SIST EN 300 292 V1.2.1:2003?

The standard breaks call routing into five managed parts: digit rebuilding, destination selection, routing possibility selection, digit preparation, and exception handling. In practice, this means the routing data model has to support the full path from received digits to the outgoing circuit or treatment.

Routing and digit handling

Clause 4 requires destination determination from at least the digit code, and allows other inputs such as nature of address, carrier selection, signalling capability, bearer capability, and call history. It also supports local versus outgoing handling, which matters when a call starts inside the exchange or must be forwarded onward.

Digit rebuilding and preparation

Clause 4 and clause 6 define digit rebuilding for incoming digits and digit preparation for outgoing digits. The model supports digit modification based on incoming circuit subgroup, nature of address, group of subscribers, selected routing possibility, and other call data. This is what lets an exchange add, remove, or reshape digits before analysis or before sending them onward.

Destination and post-analysis selection

Clause 7 uses objects such as analysisCriteria, postAnalysisEvaluation, localDestination, nationalDestination, and prefixDigitAnalysis. These objects let the manager classify destinations, identify carrier data, apply time-dependent selection, and use destination type or prefix information when that is needed to route the call correctly.

Routing possibility selection and traffic distribution

Clause 7 defines routingPossibilities, routingPossData, cepsg, cepsgComb, cepsgCombList, and trafficDistribution. The model supports sequential, cyclic, and proportional bidding selection, plus distribution by percentage, outgoing capacity, or incoming traffic load. In practice, this is how an operator controls which circuits or destinations get traffic first and how traffic is balanced.

Exceptions, treatments, and crankback

Clause 4 requires treatments for missing call-routing database entries and for cause values received during call routing. Clause 7 also defines exception, treatment, routingPossRestrict, and crankbackAdminState, so the exchange can associate special handling with failures or restricted routes.

Object model and conformance

Clause 5 says a routing scenario can be represented in several ways, and conformance does not require support for every OC and relationship. That matters for procurement and interoperability, because two compliant implementations may use different subsets of the model.

What terms does SIST EN 300 292 V1.2.1:2003 define?

  • TMN - Telecommunications Management Network, the management framework used by the standard.
  • OS - Operations System, the management system side of the OS/NE interface.
  • NE - Network Element, the exchange or switch side being managed.
  • Q3 - The OS/NE interface used for management communication in this model.
  • DN - Directory Number, the number that identifies a subscriber destination.
  • CIC - Circuit Identification Code, the code used to identify a circuit in SS No.7 cases.
  • cepsg - Circuit end point subgroup, a set of circuit end points with common characteristics and a defined directionality.

Who uses SIST EN 300 292 V1.2.1:2003?

Telecom operators, switch vendors, and TMN/operations-system designers use this standard when they need a common model for exchange routing data. It is relevant for engineers configuring digit analysis, route selection, circuit end point subgroups, carrier data, and special treatments in circuit switched networks.

It also helps quality, integration, and procurement teams check whether an exchange management solution can represent the routing scenarios they need on the Q3 interface.

What does the SIST EN 300 292 V1.2.1:2003 document contain?

The document contains functional requirements, an information model overview, E-R diagrams, naming and inheritance views, and detailed descriptions of managed object classes. It defines attributes, conditional packages, actions, and ASN.1 type definitions for objects such as analysisCriteria, cepsg, digitModification, routingPossibilities, and trafficDistribution.

It also includes a cross-reference list that links object definitions back to their model elements. The informative annexes provide worked configuration examples that show how different routing scenarios can be represented with the model.

ETSIEN 300 292 V1.2.1 (1998-08)81ScopeThe present document provides a management information model [12] which covers the management aspects of the"routing and digit analysis" function in an exchange. The scope is further limited to the exchange aspects of circuitswitched networks. This model is restricted to the Operations Systems (OSs) to Network Element (Q3) interface(see ITU-T Recommendation M.3010 [7]).The information to be managed is limited to the signalling systems Digital Subscriber Signalling System No. 1 (DSS1) ,Signalling System CCITT No.5 (C5), Signalling System Number 7 (SS No.7) - ISDN User Part (ISUP) only) andRegional Signalling 2 (R2). (SS No.7 with Telephone User Part (TUP) level 4 is not considered.) The information forrouting purpose, which needs to be maintained by the manager, depends on the signalling systems used by the exchange. This information model can be applied for exchanges with the known standardized signalling systems DSS 1, SS No. 7,R2, C5. Because of the existence of different signalling systems, not all attributes and objects will be applicable for allexchanges. Information about applicability can be found in the object classes behaviour. As this model only offers an element management layer view (ie: limited to a switch) of the routing information, andonly shows the partial view a switch has of its network environment, and does not show the whole network picture, itdoes not provide all the information needed for network-wide management application. The information model covers the management of following aspects:-incoming digit rebuilding;-locally originating, locally terminating (up to recognizing that the Directory Number (DN) belongs to theexchange), and transit calls;-digit analysis;-circuit end point selection;-outgoing digit preparation;as far as they are relevant for routing. It does not cover management of:-DN portability;-Cordless Terminal Mobility (CTM);-Dynamic Routing;due to lack of stable requirements at the time of writing the present document. The information model includes entry/exit points (via instances of specific Object Class (OC)) for:-customer administration (see ITU-T Recommendation Q.824.x [15] or ETS 300 291 [1]);-Subscriber Controlled Input (SCI) (no standard exists yet);-Intelligent Network (IN) (no standard exists yet);-specific treatments as e.g. announcements. The information model does not cover routing or digit analysis aspects of following topics:-traffic management (see ITU-T Recommendation Q.823 [14] or I-ETS 300 637 [2]);-call-control;-broadband;-supplementary services;-IN (Intelligent Network);-customer administration;SIST EN 300 292 V1.2.1:2003

ETSIEN 300 292 V1.2.1 (1998-08)9-other services of which the definition is still under study (e.g. tariff management);-Private Automatic Branch Exchange (PABX) as exchanges or as termination points of subscriber lines (becausethis is covered by customer administration);-centrex implementations;-mobility issues like cellular and personnel mobility;neither following specific points:-characterization of non-blockable digits (e.g. emergency numbers);-characterization of destinations for which carrier dialling is not allowed or ignored e.g. service numbers, emergency calls, specific local calls;-numbering plans for virtual private networks;-blocking of national and/or international traffic due to subscriber permission;-echo suppressor handling depending on selected routing possibility;-use of propagation delay counter;-permanent connections.Because the borders between call processing, digit analysis, routing and traffic management are not always clear, thefollowing rules have been used to differentiate between call processing, digit analysis and routing, and trafficmanagement:-digit analysis and routing processes are related to the end point selection. If a managed item has no relation withthe choice of the end point selection, then this managed item is not included in this model;-call control processes are related to whether or when a call is required to be routed. These processes do notinfluence the end point selection;-the border between traffic management and routing is determined by following conditions:-routing management deals with individual calls under normal conditions;-traffic management optimizes overall traffic flow in case of overload or network failure.Modelling described here does not imply any sequencing of call processing activities.SIST EN 300 292 V1.2.1:2003
