(Main)Speech Processing, Transmission and Quality Aspects (STQ) - Objectives and principles for the transmission performance of multiple interconnected networks that aim to provide traditional quality telephony services
- Abstract
The present document specifies a simple set of objectives, principles and responsibilities for the transmission performance of multiple interconnected networks that provide "traditional quality (POTS)" circuit switched telephony services. The objectives, principles and responsibilities take account of the liberalization of telephony services and the interconnection of several separate networks, each with different topologies, in the provision of telephony connections. The present document applies to:
- national and international networks;
- Digital Networks and Integrated Digital Networks (i.e. networks where the only analogue component may be the local loop). The present document applies in the cases where the telephony service is:
- contracted between the network operator and the customer/end user; and
- contracted through a service provider.
It applies where:
- the caller pays for the call;
- the recipient pays for the call (e.g. the 800 service); or
- the cost of the call is shared by the caller and the recipient.
The present document does not apply to any segment of calls where either the calling or called terminal is a mobile "terminating network".

ETSI EG 202 086 V2.0.0 (2008-07) - Speech Processing, Transmission and Quality Aspects (STQ); Objectives and principles for the transmission performance of multiple interconnected networks that aim to provide traditional quality telephony services
SIST-V ETSI/EG 202 086 V2.0.0:2009 is the Slovenian adoption of ETSI EG 202 086 V2.0.0, an ETSI Guide from the Speech Processing, Transmission and Quality Aspects (STQ) committee. It sets objectives, principles and responsibilities for the transmission performance of multiple interconnected networks that provide traditional quality telephony services.
The document is aimed at network operators, service providers, and planners who need to manage speech quality across more than one network boundary. It focuses on fixed circuit-switched telephony, especially where different networks, codecs, delays and echo-control choices have to work together.
What does SIST-V ETSI/EG 202 086 V2.0.0:2009 specify?
SIST-V ETSI/EG 202 086 V2.0.0:2009 specifies a simple framework for transmission performance in multiple interconnected networks that carry “traditional quality (POTS)” telephony services. It is written for national and international networks, including Digital Networks and Integrated Digital Networks where the local loop may be the only analogue part.
The scope covers services contracted directly with the network operator or through a service provider, and it applies whether the caller pays, the recipient pays, or the cost is shared. It excludes call segments where either terminal is a mobile “terminating network”.
The document is organized into Scope, References, Definitions and abbreviations, and Principles. Annex A is an informative bibliography.
What are the key requirements of SIST-V ETSI/EG 202 086 V2.0.0:2009?
Responsibility across interconnected networks
SIST-V ETSI/EG 202 086 V2.0.0:2009 treats quality as a shared responsibility when a call crosses network boundaries. Clause 4.1 says no single operator can be assumed to control the whole connection unless the call stays wholly on-net, so operators need common standards and cooperation to avoid incompatibilities.
In practice, this means each operator plans and manages the part of the call it controls, while exchanging information with other operators where codec choices, delay, or signalling behaviour could conflict.
Loudness, coding and voice activity detection
Clause 4.2.1 sets the loudness planning target for digital exchanges and analogue access sections, using Send Loudness Rating (SLR) and Receive Loudness Rating (RLR) at the A/D conversion point. The practical point is to keep speech levels within a range that preserves audibility without adding unnecessary digital loss or gain.
Clause 4.2.2 requires the encoding method at interconnection points to be bilaterally agreed and based on an ITU-T or European standard. It also warns that low bit rate coding can reduce speech quality and that operators should consider support for in-band data, facsimile and modem access.
Clause 4.2.3 adds that Voice Activity Detection (VAD) and speech multiplexing must be planned with delay and echo control in mind. Tandeming VAD devices can clip speech and reduce intelligibility, so the planner has to check how multiple devices interact.
Bit integrity, delay and echo
Clause 4.2.4 says bit integrity is only possible on a wholly digital path and may be needed for services such as 64 kbit/s unrestricted. Devices such as echo cancellers, low bit rate coders, and digital loss and gain pads break bit integrity, so they must be disableable if that service is offered.
Clause 4.2.5 says absolute delay should be minimized because mouth-to-ear delay above about 150 ms starts to harm conversation flow. Clause 4.2.6 assumes up to 5 ms of customer-side delay at the Network Termination Point (NTP) and expects echo control to use echo cancellation rather than echo suppression.
Network performance, synchronization and information
Clauses 4.2.7 to 4.2.9 cover analogue noise, crosstalk, group delay distortion, digital error performance, and synchronization. The practical effect is that operators must plan transmission, timing and clocking so that speech quality stays stable and slip-related problems stay under control.
Clause 4.3 asks operators to publish or provide on request information on transmission impairments, especially expected delay and any compression used. Clause 4.4 notes that digitalization and new transmission technologies make echo and variable delay more important in planning.
What terms does SIST-V ETSI/EG 202 086 V2.0.0:2009 define?
- Network operator - the organization that runs the network switches and transmission used to provide the service.
- Service provider - the organization that offers and provides the telephony service to the customer; it may also be the network operator.
- Network Termination Point (NTP) - the customer-side interface used in the loudness and echo assumptions.
- Send Loudness Rating (SLR) - the loudness measure used for the send direction at the access interface.
- Receive Loudness Rating (RLR) - the loudness measure used for the receive direction at the access interface.
- Voice Activity Detection (VAD) - a method that reduces transmitted bit rate during speech pauses.
- Quantizing Distortion Units (QDU) - a unit used in the context of G.711 encoding effects.
Who uses SIST-V ETSI/EG 202 086 V2.0.0:2009?
This ETSI Guide is used by telephony network operators, service providers, and transmission planners who work on interconnection between fixed networks. Quality managers and engineering teams use it to set planning targets for loudness, codec selection, delay, echo control, synchronization, and disclosure to customers or other operators.
It is also relevant for buyers or technical specifiers procuring interconnection or telephony services where speech quality across several networks matters.
What changed in SIST-V ETSI/EG 202 086 V2.0.0:2009 from the previous edition?
The document history shows an earlier edition, V1.1.1 from February 1999, followed by V2.0.0. The history records V2.0.0 approval in 2008 and publication in July 2008.

1 Scope
The present document specifies a simple set of objectives, principles and responsibilities for the transmission
performance of multiple interconnected networks that provide "traditional quality (POTS)" circuit switched telephony
services.
The objectives, principles and responsibilities take account of the liberalization of telephony services and the
interconnection of several separate networks, each with different topologies, in the provision of telephony connections.
The present document applies to:
• national and international networks;
• Digital Networks and Integrated Digital Networks (i.e. networks where the only analogue component may be
the local loop).
The present document applies in the cases where the telephony service is:
• contracted between the network operator and the customer/end user; and
• contracted through a service provider.
It applies where:
• the caller pays for the call;
• the recipient pays for the call (e.g. the 800 service); or
• the cost of the call is shared by the caller and the recipient.
The present document does not apply to any segment of calls where either the calling or called terminal is a mobile
"terminating network".
2 References
References are either specific (identified by date of publication and/or edition number or version number) or
non-specific.
• For a specific reference, subsequent revisions do not apply.
• Non-specific reference may be made only to a complete document or a part thereof and only in the following
cases:
- if it is accepted that it will be possible to use all future changes of the referenced document for the
purposes of the referring document;
- for informative references.
Referenced documents which are not found to be publicly available in the expected location might be found at
http://docbox.etsi.org/Reference.
For online referenced documents, information sufficient to identify and locate the source shall be provided. Preferably,
the primary source of the referenced document should be cited, in order to ensure traceability. Furthermore, the
reference should, as far as possible, remain valid for the expected life of the document. The reference shall include the
method of access to the referenced document and the full network address, with the same punctuation and use of upper
case and lower case letters.
NOTE: While any hyperlinks included in this clause were valid at the time of publication ETSI cannot guarantee
their long term validity.
