SIST ETS 300 722 E1:2006
(Main)Satellite Earth Stations and Systems (SES); Network Control Facilities (NCF) for Mobile Earth Stations (MES) providing Low Bit Rate Data Communications (LBRDC) using LEO satellites operating below 1 GHz
- Abstract
This European Telecommunication Standard (ETS) provides specifications for the standardization of the characteristics of the minimum required Network Control Facilities (NFCs) for Mobile Earth Stations (MESs) with both transmit and receive capabilities in order to ensure that the network operator is able to suppress and enable the transmissions from the MESs. These facilities will insure that certain interference situations, resulting from the emissions from interfering or faulty MESs, will be terminated; in particular for the protection of the radio astronomy services. This ETS defines specifications for the control facilities in a satellite network in which MESs as defined in ETS 300 721 [1] operate. This ETS deals with specifications, defined in order to protect other users of the frequency spectrum from unacceptable interference.

SIST ETS 300 722 E1:2006 is the Slovenian version of ETS 300 722 Edition 1 from ETSI. It specifies the minimum Network Control Facilities (NCFs) for Mobile Earth Stations (MESs) that provide Low Bit Rate Data Communications (LBRDC) using LEO satellites operating below 1 GHz, so a network operator can suppress and later re-enable MES transmissions when interference control is needed.
What does SIST ETS 300 722 E1:2006 specify?
SIST ETS 300 722 E1:2006 specifies how a satellite network operator can control MES transmissions to limit harmful interference. The standard is focused on MESs with both transmit and receive capabilities and is written to protect other spectrum users, including radio astronomy services.
The standard is organized into short, operational clauses: scope, a normative reference, abbreviations, test report, suppression of MES transmissions, and enabling of MES transmissions. That structure matters in practice because the document is mainly about one control function and how to prove it works.
What are the key requirements of SIST ETS 300 722 E1:2006?
SIST ETS 300 722 E1:2006 is centered on two network-control actions: suppressing MES transmissions and re-enabling them. It also requires a test report and verification by evidence and demonstration.
- Clause 1, Scope - The standard applies to the minimum required NCFs for MESs in a satellite network. In practice, the operator needs a way to stop transmissions from a problematic terminal and then restore them when appropriate.
- Clause 4, Test report - The test report shall contain the results of the test. In practice, this means the suppression and enabling functions must be recorded, not just performed.
- Clause 5, Suppression of MES transmissions - At the NCF, an appropriate inhibition command shall be able to send a transmission disabled command to any MES in the network. In practice, the network can isolate an interfering or faulty MES and prevent further transmissions until re-enabled.
- Clause 5, Verification - Suppression is verified by documentary evidence and demonstration after commanding inhibition. In practice, a lab or operator must show that the command actually stops MES transmissions.
- Clause 6, Enabling of MES transmissions - If a link is available, the NCF shall be able to re-enable the transmissions of a previously suppressed MES or MESs. In practice, service restoration depends on having a working link back to the station.
- Clause 6, Verification - Enabling is verified by documentary evidence and demonstration. In practice, the operator must be able to prove that the re-enable function works, not only describe it.
What terms does SIST ETS 300 722 E1:2006 define?
SIST ETS 300 722 E1:2006 gives the following abbreviations for use in the standard.
- MES - Mobile Earth Station: the mobile station whose transmissions are controlled by the network.
- NCF - Network Control Facility: the control point used to issue suppression and enabling commands.
- LBRDC - Low Bit Rate Data Communications: the data-communications service named in the title and covered by the standard.
- LEO - Low Earth Orbit: the satellite orbit used by the network covered by the standard.
Who uses SIST ETS 300 722 E1:2006?
SIST ETS 300 722 E1:2006 is used by satellite network operators who need to control MES transmissions when interference must be stopped or service must be restored. It is also relevant to manufacturers and integrators of MES and NCF functions, because the standard describes the control behavior that their equipment must support.
Test laboratories use it to check suppression and re-enabling by documentary evidence and demonstration. Quality, compliance, and procurement teams can use it to confirm that a system includes the required control functions for LBRDC networks using LEO satellites below 1 GHz.
Which standards are used with SIST ETS 300 722 E1:2006?
SIST ETS 300 722 E1:2006 uses ETS 300 721, which defines the MESs that operate in the network covered by this ETS. That reference provides the MES profile to which the control-facility requirements apply.
What does the SIST ETS 300 722 E1:2006 document contain?
SIST ETS 300 722 E1:2006 is a short, procedure-oriented standard. Its body contains a test-report clause and two operational clauses, each written with purpose, specification, and verification text.
The document also includes the foreword, a normative-reference clause, an abbreviations clause, and a history page. For engineering and test work, the useful part is the command-and-verification structure for suppressing and re-enabling MES transmissions, because that is the behavior the standard is meant to specify and prove.
