SIST EN 301 039 V1.1.1:2005 is the Slovenian adoption of EN 301 039 V1.1.1 from ETSI. It specifies how a Private Integrated Services Network (PISN) maps a 64 kbit/s circuit-mode connection into four 16 kbit/s channels for inter-PINX signalling and user information. The standard is aimed at PINXs that are interconnected to form a PISN and that support signalling protocols at the Q reference point.
What does SIST EN 301 039 V1.1.1:2005 specify?
SIST EN 301 039 V1.1.1:2005 defines the mapping functions used in exchanges of Private Integrated Services Networks. The mapping is for a dedicated 64 kbit/s circuit-mode connection with 16 kbit/s sub-multiplexing, and it provides a static relationship between the Q reference point and the C reference point.
It covers the physical adaptation of a 64 kbit/s unrestricted digital leased line and the channel mapping needed to carry one D-Channel and three U-Channels. Failure management is outside the scope.

What are the key requirements of SIST EN 301 039 V1.1.1:2005?
The main requirement of SIST EN 301 039 V1.1.1:2005 is that a PINX shall provide the fixed mapping described in Clause 8 and prove conformance through Annex A. In practice, this means implementers must support the specified channel split, bearer capabilities, and QSIG-related behaviour.
Q-reference-point capabilities
At each Q reference point, the standard provides three U-Channels and one D-Channel. The U-Channels carry user information at 16 kbit/s and support speech or unrestricted digital information; when speech is used, the layer 1 protocol is ITU-T G.728 16 kbit/s LD-CELP. The D-Channel carries inter-PINX layer 3 signalling in packet mode at 16 kbit/s. For the reader, this means the interface is not generic - it is a fixed four-channel arrangement with one signalling channel and three user channels.
Physical adaptation at the C reference point
The C reference point uses a 64 kbit/s unrestricted digital leased line (D64U) with layer 1 termination in accordance with ETS 300 290. The 64 kbit/s IPC is sub-multiplexed into four 16 kbit/s channels, and the mapping is fixed by bit-pair order. In practice, integrators must wire the 64 kbit/s path so each Q-channel always lands in the same place.
Channel allocation and bearer conditioning
Clause 8.2.1 assigns the D-Channel to the first 16 kbit/s channel, U-Channel 1 to the second, U-Channel 2 to the third, and U-Channel 3 to the fourth. Clause 8.2.2 requires bearer conditioning for the D-Channel according to the symmetrical application in ETS 300 402-2 annex ZA, and one side must be set as master and the other as slave at installation. Clause 8.2.3 says no bearer conditioning is needed for U-Channels. For transit traffic, the PINX maps outgoing U-Channels and does not decompress or recompress user information.
QSIG codepoints
Annex B gives the application-specific QSIG codepoints used for the bearer capability information element. Implementers need these values so the network can signal 16 kbit/s speech and unrestricted digital bearer capabilities consistently.
What terms does SIST EN 301 039 V1.1.1:2005 define?
- Private Integrated Services Network (PISN) - a private integrated services network, as referenced from ISO/IEC 11579-1.
- Private Integrated services Network eXchange (PINX) - an exchange in a PISN, also referenced from ISO/IEC 11579-1.
- D-Channel - the channel used to carry call control information between peer PINXs.
- U-Channel - the channel used to carry user information between two PINXs.
- Inter-PINX connection (IPC) - a connection between two C reference points used to transport inter-PINX information.
- Transit PINX - a PINX, other than the end PINXs, through which a call passes.
Who uses SIST EN 301 039 V1.1.1:2005?
SIST EN 301 039 V1.1.1:2005 is used by suppliers of PINX implementations, equipment designers, and test or validation teams that need a clear conformance target. It is also useful to suppliers, acquirers, and users of implementations who want to compare capabilities through the ICS proforma.
In practice, it matters for business telecommunications and private network equipment that carries inter-PINX signalling, speech, or unrestricted digital information over a fixed 64 kbit/s path.
Which standards are used with SIST EN 301 039 V1.1.1:2005?
The standard relies on several external references:
- ISO/IEC 11579-1 - defines PISN, PINX, and the reference configuration for PINX exchanges.
- ETS 300 290 - defines the 64 kbit/s digital unrestricted leased line interface used at layer 1.
- ETS 300 402-2 - defines the DSS1 data link layer and the symmetrical application used for D-Channel bearer conditioning.
- CCITT Recommendation I.112 - provides ISDN vocabulary.
- CCITT Recommendation I.460 - provides multiplexing and rate-adaptation guidance for fixed format multiplexing.
- ITU-T Recommendation G.728 - defines the 16 kbit/s LD-CELP speech coding used for speech channels.
Annex D also points to CCITT Recommendation G.711 and ECMA TR/65 for background information.
What does the SIST EN 301 039 V1.1.1:2005 document contain?
SIST EN 301 039 V1.1.1:2005 contains the scope, conformance statement, references, definitions, abbreviations, an introduction to the mapping scenario, Q-reference-point capabilities, and the mapping functions themselves. It also includes a fixed-format ICS proforma for conformance checking.
Annex B provides the protocol codepoints needed in QSIG bearer capability signalling. Annex C gives an illustrative figure showing bearer conditioning and speech compression/decompression for U-Channels, which helps implementation and troubleshooting. Annex D lists supporting bibliography items for background reading.

1 Scope
The present document defines the mapping functions in exchanges of Private Integrated Services Networks (PISNs)
required for the utilization of scenarios in which 64 kbit/s circuit mode connections are sub-multiplexed into
4 × 16 kbit/s channels for carrying inter-Private Integrated services Network eXchange (PINX) signalling and user
information.
NOTE: The present document has been prepared to meet the specific needs of an application for a particular user
organization. However, it may also be applicable elsewhere. The requirements contained in the present
document will be incorporated in any future standard specifying a more generic approach to bearer
conditioning.
In order to connect a PINX to another PINX, mapping functions are required to adapt the specific interfaces at the
C reference point to the application at the Q reference point. As such, mapping functions provide for physical adaptation
to the interface at the C reference point. Mapping functions also provide for the mapping of user channels and signalling
information at the Q reference point to the appropriate channels or timeslots at the C reference point.
The C and Q reference points are defined in ISO/IEC 11579-1 [1].
The type of interface at the C reference point covered by the present document is the 64 kbit/s digital unrestricted leased
line (D64U) terminal equipment interface, in accordance with ETS 300 290 [2].
At the Q reference point the mapping provides a 16 kbit/s service for user channels to support the transfer of unrestricted
digital information and to support the transfer of speech, and a packet mode service for the signalling channel. The
applied mapping is a static mapping, i.e. there is a fixed relationship between user and signalling channels at the
Q reference point and the interface at the C reference point.
Management functions relating to failure management are outside the scope of the present document.
The present document is applicable to PINXs that can be interconnected to form a PISN and that support signalling
protocols at the Q reference point.
2 Conformance
In order to conform to the present document, a PINX shall satisfy the requirements identified in the Implementation
Conformance Statement (ICS) proforma in annex A.
