Overview

ISO/IEC TR 33018:2019, titled "Information technology - Process assessment - Guidance for assessor competency," is a technical report published by ISO and IEC. This standard provides comprehensive guidance on the competencies required for assessors conducting process assessments according to the ISO/IEC 330xx family of standards. It outlines both general and specific knowledge, skills, and personal attributes necessary for effective assessment performance.

Designed for organizations and professionals involved in process assessment in software and systems engineering, ISO/IEC TR 33018:2019 ensures that assessors are equipped with the essential competence to evaluate processes reliably and accurately, thus promoting consistent and high-quality assessments worldwide.

Key Topics

The standard delves into several core competency requirements for process assessors, which include:

  • Understanding of process assessment principles and techniques: Familiarity with the methods and frameworks from the ISO/IEC 330xx series to perform assessments of varied complexity.
  • Expertise in specific normative documents: Ability to assess conformance to particular process assessment standards tailored to different sectors.
  • Awareness of client’s business sector and processes: Insight into terminology, organization operations, and sector-specific practices to contextualize assessments effectively.
  • Communication skills: Proficiency in note-taking, report writing, interviewing, and presentation skills, enabling clear reporting and effective stakeholder engagement.
  • Assessment management: Competence in planning, managing, and executing assessments within time and resource constraints, including risk management and team coordination.

The document also highlights the distinct roles and responsibilities of lead assessors versus assessors, emphasizing leadership, accountability, and thorough understanding of the assessment lifecycle from preparation to reporting.

Applications

ISO/IEC TR 33018:2019 is highly applicable in various domains where process assessments are critical for quality improvement, compliance, and certification purposes:

  • Software and Systems Engineering: Guiding assessors in evaluating software development, testing, and system integration processes.

Introduction
Assessor competence results from experience and knowledge of the domain being assessed, possessing
skills in the application of the principle technologies of the ISO/IEC 330xx family of standards, and
personal attributes which contribute to effective performance. Competence is gained by a combination
of education, training, skills, and experience.
The lead assessor in an assessment team has the primary role of ensuring that the assessor team
members collectively have the right blend of specialized knowledge and assessment skills. The lead
assessor provides the necessary guidance to the team and helps to moderate the judgments and ratings
made by the members of the team to ensure consistency of interpretation.
A Body of Knowledge for the performance and application of process assessment is published as a
Standing Document by JTC 1/SC 7/WG 10 (Process Assessment) (N1180).
Figure 1 shows the key entities and relationships.
a) Assessors demonstrate their competence to perform assessments.
b) Competence results from:
1) the knowledge of the process;
2) skills in the principle technologies of ISO/IEC 330xx family of standards;
3) personal attributes which contribute to effective performance.
c) The knowledge, skills, and personal attributes are gained by a combination of education, training,
and experience.
d) An alternative to the demonstration of competence is to validate an assessor's education, training,
and experience.
