Ta dokument velja za naslednje vrste radijske opreme:
• zelo visokofrekvenčno (VHF) digitalno povezavo (VDL) aeronavtičnih mobilnih (zračnih) radijskih oddajnikov, oddajnikov-prejemnikov in prejemnikov za komunikacije zrak-tla in zrak-zrak, 4. način, ki deluje v pasu VHF z uporabo modulacije frekvenčnega premičnega kodiranja prek filtra Gaussian (GFSK) z razmikom med kanali 25 kHz in je zmožna uravnavati na katerem koli izmed kanalov 25 kHz od 118.000 MHz do 136.975 MHz, kot je opredeljeno v SARPs ICAO za VDL [2].
Ta dokument podaja 1. del tehničnih specifikacij.
Ta dokument zagotavlja, da bo oprema, ki jo certificira, združljiva z ustreznimi SARPs za ICAO VDL [2] in tehničnim priročnikom ICAO za VDL4 [1].
Proizvajalci morajo biti pozorni, da lahko razpon uravnavanja za oddajnik v prihodnje zajema kateri koli kanal 25 kHz od 112.000 MHz do 117.975 MHz in za prejemnike kateri koli kanal 25 kHz od 108.000 MHz do 117.975 MHz.

Sistem VDL, 4. način, zagotavlja digitalne komunikacijske izmenjave med zračnim plovilom in zemeljskim sistemom ter drugimi aplikacijami, ki podpirajo nadzor in komunikacije. Podporni načini komunikacije vključujejo:
• oddajanje in komunikacijo tipa točka-točka,
• storitve oddajanja, vključno z zmožnostmi samodejnega odvisnega nadzora - oddajanje (ADS-B), storitve prometnih informacij - oddajanje (TIS-B) in storitve informacij o letih – oddajanje (FIS-B),
• storitve zrak-zrak in tla-zrak,
• delovanje brez zemeljske infrastrukture.
Ta dokument je izpeljan iz naslednjih specifikacij:
• tehnični priročnik ICAO za VDL4 [1] in SARPs ICAO za VDL [2], izdanih pod okriljem Mednarodne organizacije za civilno letalstvo (ICAO),
• drugih ustreznih standardov, kot je opredeljeno v točki 2.
Predvideva se, da proizvajalec lahko zagotovi opremo, ki podpira:
• samo storitve oddajanja,
• samo storitve točka-točka,
• storitve oddajanja in storitve točka-točka.
Ta dokument obravnava preskuse fizične plasti, potrebne za podporo vseh vrst opreme.

• zgodovino dokumenta.
Podani so celotni preskusi fizične plasti, ki zelo ustrezajo standardnemu sklopu preskusov, uporabljenih za druge sisteme VDL.
OPOMBA: Preskusi letenja so opredeljeni v EN 302 842-2 [7].
