ETSIETSIEN301426V1.1.1(2000-05)7Forarticle3.3varioushorizontalboxesareshown.TheirdottedlinesindicatethatnoessentialrequirementsintheseareashaveyetbeenadoptedbytheCommission.Ifsuchessentialrequirementsareadopted,theywillbeelaboratedinindividualstandardswhosescopeislikelytobespecifiedbyfunctionorinterfacetype.Theverticalboxesshowthestandardsunderarticle3.2fortheuseoftheradiospectrum.Thescopesofthesestandardsarespecifiedeitherbyfrequency(normallyinthecasewherefrequencybandsareharmonized)orbyradioequipmenttype.Forarticle3.1(b),thediagramshowsthenewsinglemulti-partproductEMCstandardforradio,andtheexistingcollectionofgenericandbasestandardscurrentlyusedundertheEMCDirective.Thepartsofthisnewstandardwillbecomeavailableinthesecondhalfof2000,andtheexistingseparateEMCstandardswillbeuseduntilitisavailable.Forarticle3.1(a)thediagramshowstheexistingsafetystandardscurrentlyusedundertheLVDDirectiveandthepossibilityofanewstandardonhealthrelatingtoradioemissions.Thebottomofthefigureshowstherelationshipofthestandardstoradioequipmentandtelecommunicationsterminalequipment.Aparticularequipmentmayberadioequipment,telecommunicationsterminalequipmentorboth.Themodularapproachhasbeentakenbecause:-itminimizesthenumberofstandardsneeded.Becauseequipmentmayhavemultipleinterfacesandfunctionsitisnotpracticabletoproduceasinglestandardforeachpossiblecombinationoffunctionsthatmayoccurinanequipment.-itprovidesscopeforstandardstobeadded:-underarticle3.2whennewfrequencybandsareagreed;or-underarticle3.3shouldtheCommissiontakethenecessarydecisions.withoutrequiringalterationofstandardsthatarealreadypublished.ThetechnicalrequirementsinthepresentdocumentareappliedunderArticle3.2oftheR&TTEDirective[1],concerningtheeffectiveusesofthespectrumallocatedtoterrestrial/spaceradiocommunicationandorbitalresourcessoastoavoidharmfulinterference.Theserequirementsareintwomajorcategories:emissionlimits:toprotectotherradioservicesfromharmfulinterferencegeneratedbytheLMESinnormaluse;LMESControlandMonitoringFunctions(CMF):toprotectotherradioservicesfromunwantedtransmissionsfromtheLMES.TheCMFineachLMESiscapableofansweringtocommandsfromtheNetworkControlFacilities(NCF)foritsLMES.Therequirementshavebeenselectedtoensureanadequatelevelofcompatibilitywithotherradioservices.Thelevels,however,donotcoverextremecaseswhichmayoccurinanylocationbutwithalowprobabilityofoccurrence.Thepresentdocumentmaynotcoverthosecaseswhereapotentialsourceofinterferencewhichisproducingindividuallyrepeatedtransientphenomenaoracontinuousphenomenonispresent,e.g.aradarorbroadcastsiteinthenearvicinity.Insuchacaseitmaybenecessarytousespecialprotectionappliedtoeitherthesourceofinterference,ortheinterferedpartorboth.Thepresentdocumentdoesnotcontainanyrequirement,recommendationorinformationabouttheinstallationoftheLMESs.ThepresentdocumentisbasedonTBR26[4],whichwasbasedonETS300254[5]whichhasbeenusedfortypeapprovalpurposesonanationalbasisforseveralyears.Forthisreason,thefollowingtextwasincludedintheTBR26[4]onwhichthepresentdocumentisbased,andhasthereforebeentransposedintothepresentdocumentproducedundertheR&TTEDirective[1]forthepurposeofexplainingtheapplicabilityofthetables2aand2b.SIST EN 301 426:2001

ETSIETSIEN301426V1.1.1(2000-05)7Forarticle3.3varioushorizontalboxesareshown.TheirdottedlinesindicatethatnoessentialrequirementsintheseareashaveyetbeenadoptedbytheCommission.Ifsuchessentialrequirementsareadopted,theywillbeelaboratedinindividualstandardswhosescopeislikelytobespecifiedbyfunctionorinterfacetype.Theverticalboxesshowthestandardsunderarticle3.2fortheuseoftheradiospectrum.Thescopesofthesestandardsarespecifiedeitherbyfrequency(normallyinthecasewherefrequencybandsareharmonized)orbyradioequipmenttype.Forarticle3.1(b),thediagramshowsthenewsinglemulti-partproductEMCstandardforradio,andtheexistingcollectionofgenericandbasestandardscurrentlyusedundertheEMCDirective.Thepartsofthisnewstandardwillbecomeavailableinthesecondhalfof2000,andtheexistingseparateEMCstandardswillbeuseduntilitisavailable.Forarticle3.1(a)thediagramshowstheexistingsafetystandardscurrentlyusedundertheLVDDirectiveandthepossibilityofanewstandardonhealthrelatingtoradioemissions.Thebottomofthefigureshowstherelationshipofthestandardstoradioequipmentandtelecommunicationsterminalequipment.Aparticularequipmentmayberadioequipment,telecommunicationsterminalequipmentorboth.Themodularapproachhasbeentakenbecause:-itminimizesthenumberofstandardsneeded.Becauseequipmentmayhavemultipleinterfacesandfunctionsitisnotpracticabletoproduceasinglestandardforeachpossiblecombinationoffunctionsthatmayoccurinanequipment.-itprovidesscopeforstandardstobeadded:-underarticle3.2whennewfrequencybandsareagreed;or-underarticle3.3shouldtheCommissiontakethenecessarydecisions.withoutrequiringalterationofstandardsthatarealreadypublished.ThetechnicalrequirementsinthepresentdocumentareappliedunderArticle3.2oftheR&TTEDirective[1],concerningtheeffectiveusesofthespectrumallocatedtoterrestrial/spaceradiocommunicationandorbitalresourcessoastoavoidharmfulinterference.Theserequirementsareintwomajorcategories:emissionlimits:toprotectotherradioservicesfromharmfulinterferencegeneratedbytheLMESinnormaluse;LMESControlandMonitoringFunctions(CMF):toprotectotherradioservicesfromunwantedtransmissionsfromtheLMES.TheCMFineachLMESiscapableofansweringtocommandsfromtheNetworkControlFacilities(NCF)foritsLMES.Therequirementshavebeenselectedtoensureanadequatelevelofcompatibilitywithotherradioservices.Thelevels,however,donotcoverextremecaseswhichmayoccurinanylocationbutwithalowprobabilityofoccurrence.Thepresentdocumentmaynotcoverthosecaseswhereapotentialsourceofinterferencewhichisproducingindividuallyrepeatedtransientphenomenaoracontinuousphenomenonispresent,e.g.aradarorbroadcastsiteinthenearvicinity.Insuchacaseitmaybenecessarytousespecialprotectionappliedtoeitherthesourceofinterference,ortheinterferedpartorboth.Thepresentdocumentdoesnotcontainanyrequirement,recommendationorinformationabouttheinstallationoftheLMESs.ThepresentdocumentisbasedonTBR26[4],whichwasbasedonETS300254[5]whichhasbeenusedfortypeapprovalpurposesonanationalbasisforseveralyears.Forthisreason,thefollowingtextwasincludedintheTBR26[4]onwhichthepresentdocumentisbased,andhasthereforebeentransposedintothepresentdocumentproducedundertheR&TTEDirective[1]forthepurposeofexplainingtheapplicabilityofthetables2aand2b.SIST EN 301 426:2001
