Overview
EN 60531:2000/FprAB:2025 (CLC draft amendment) sets out methods for measuring the performance of household electric thermal storage room heaters (storage heaters). Prepared by CLC/TC 59X and issued as a CENELEC draft amendment (prAB, June 2025), the document defines the main performance characteristics and test methods for electric storage heaters operated on a daily cycle. It applies to freestanding room storage heaters and excludes appliances incorporated in building structures, central heating systems and floor heating installations.
Key Topics
- Scope and definitions
- Clarifies that appliances with heat retention < 20% are not considered storage heaters.
- Defines key terms: local space heater, storage local space heater, active/idle/off/standby/networked standby modes, minimum/maximum storage capacity, nominal/maximum/minimum heat output, and control types.
- Measurement conditions
- Most tests performed in a draught‑free room at (23 ± 3) °C, ambient measured ~2 m from the appliance and 1.5 m above the floor.
- Room temperature control is made inoperative except where Clause 13 (stability) is tested.
- Room heating capability and power
- Clause 9 updated to cover room heating capability, heat output, and power consumption in low power modes.
- Minimum heat output is declared as N.A. because discharge reduces continuously to zero.
- Low power modes (off, standby, networked standby, idle) power consumption is measured as a 1‑hour average in accordance with EN 50564:2011.
- Requirements that charging, fans or auxiliary elements must not operate in off/standby/networked standby modes; user action required to transition to active/idle.
- Controls and functionality
- Defines numerous control features: manual/electronic heat charge control, fan-assisted output, mechanical/electronic room temperature control, day/week timers, open-window detection, adaptive start, distance control, and related metrics (Control Accuracy, Control to Setpoint Deviation, Control Variation).
Applications
This standard is practical for:
- Manufacturers designing and declaring performance of storage heaters.
- Test laboratories conducting repeatable performance and energy-consumption measurements.
- Regulatory and compliance engineers assessing product conformity and energy labeling inputs.
- Product developers and specifiers comparing heat retention, heat output and low power behavior.
- Retailers and consumer information programs that need standardized performance metrics for buyer guidance.
Related Standards
