Petroleum and natural gas industries - Pipeline transportation systems (ISO 13623:2009 modified)

This European Standard specifies requirements and gives recommendations for the design, materials, construction, testing, operation, maintenance and abandonment of pipeline systems used for transportation in the petroleum and natural gas industries.
It applies to pipeline systems on land (see exclusion below) and offshore, connecting wells, production plants, process plants, refineries and storage facilities, including any section of a pipeline constructed within the boundaries of such facilities for the purpose of its connection. The extent of pipeline systems covered by this European Standard is illustrated in Figure 1.
This European Standard applies to rigid, metallic pipelines. It is not applicable for flexible pipelines or those constructed from other materials, such as glass-reinforced plastics.
This European Standard is applicable to all new pipeline systems and can be applied to modifications made to existing ones. It is not intended that it apply retroactively to existing pipeline systems.
It describes the functional requirements of pipeline systems and provides a basis for their safe design, construction, testing, operation, maintenance and abandonment.
On-land supply systems used by the European gas supply industry from the input of gas into the on-land transmission network up to the inlet connection of gas appliances are excluded from the scope of this European Standard.

Overview

EN 14161:2011/FprA1 is a crucial European Standard designed for the petroleum and natural gas industries, specifically addressing pipeline transportation systems. This standard is based on ISO 13623:2009 with modifications to suit regional industry requirements. It outlines the essential requirements and recommendations for the design, materials, construction, testing, operation, maintenance, and abandonment of pipeline systems used in transporting petroleum and natural gas.

The standard applies to rigid, metallic pipelines both onshore (with certain exclusions) and offshore. It covers pipelines connecting wells, production plants, process plants, refineries, and storage facilities, including pipeline sections constructed within these facility boundaries. EN 14161:2011/FprA1 does not apply to flexible pipelines or those made from alternative materials like glass-reinforced plastics.

Key Topics

  • Scope and Applicability
EN 14161:2011/FprA1 focuses on new pipeline systems and modifications to existing ones, excluding retroactive application to current infrastructures. Onshore supply systems connecting gas inputs to end appliances within the European gas supply network are excluded.

  • Pipeline Design Requirements
The standard sets out functional requirements ensuring pipeline integrity and safety throughout their lifecycle. Design considerations address structural aspects, material selection, and environmental factors relevant to petroleum and natural gas transport.

  • Material Specifications
Only rigid, metallic pipelines are within the standard’s scope, avoiding flexible or plastic-based alternatives. It covers material requirements to ensure durability and resistance to operational stresses.

  • Construction and Testing Protocols
Recommended construction practices ensure pipeline reliability and longevity. Testing procedures verify system integrity before commissioning and during operation to prevent failures.

  • Operation and Maintenance Guidelines
EN 14161 provides frameworks for safe operation and ongoing maintenance to optimize pipeline lifespan and prevent incidents.

  • Decommissioning and Abandonment
The standard includes stipulations for pipeline abandonment, emphasizing environmental protection and safety during and after decommissioning.

Applications

EN 14161:2011/FprA1 is essential for stakeholders in the petroleum and natural gas sectors who design, build, and operate pipeline transportation systems. Its practical applications include:

  • Designing new pipeline networks linking wells, refineries, and storage facilities offshore and onshore.
  • Modifying and upgrading existing pipeline infrastructures to meet current safety and operational standards.
  • Guiding material selection focused on rigid metallic pipelines to ensure compliance with safety and performance criteria.
  • Developing construction and operational strategies to meet stringent safety, reliability, and environmental requirements.
  • Providing a structured approach for pipeline decommissioning that safeguards environmental and public safety.

This standard benefits engineers, project managers, quality control professionals, and regulatory bodies involved in pipeline system lifecycle management.

Related Standards
