Overview

EN 13210-2:2020 - published by CEN - defines minimum safety requirements and test methods for children's harnesses that incorporate backpacks and/or toys with a leading rein. The standard applies to harnesses intended to restrain children who can walk competently, for use up to 48 months of age. It replaces the earlier EN 13210:2004 and works alongside Part 1 where applicable. If a product has additional functions not covered here, other relevant European standards should be consulted.

Key topics and technical requirements

  • Scope and definitions: Clear terminology for harness components (waist belt, shoulder straps, chest strap, grab handle, leading rein, backpack, toy).
  • Age and use: Intended for children able to walk competently, up to 48 months.
  • Materials & chemical safety: Migration limits for surface materials tested in accordance with EN 71-3:2019 (chemical hazards).
  • Thermal hazards / flammability:
    • No surface flash when tested.
    • Maximum rate of spread of flame: 50 mm/s, using methods from EN 71-2.
  • Mechanical safety & protection:
    • No touch-and-close (hook-and-loop) fasteners allowed on harness or leading rein.
    • Minimum width for waist, chest and shoulder straps: 19 mm.
    • Shoulder strap fixing points must not move more than 120 mm apart (inside edges).
    • Leading rein maximum overall length: 1 200 mm (including carer attachment at most onerous position).
    • Cords, ribbons and ties: maximum free length 220 mm when stretched by 25 N (limits entanglement risk).
  • Structural integrity tests:
    • Dynamic loading using a test mass assembly (total mass 12 kg, dynamic mass 5 kg dropped 300 mm) repeated 5 times to ensure stitching, rivets and adjustment mechanisms (max slippage 20 mm) remain intact and functional.
    • Grab-handle and leading-rein specific test setups described with test dummy and roller apparatus.
  • Test equipment & tolerances: Detailed specifications for test dummy, spring stiffness, shackles, and measurement tolerances.

Applications

  • Product design and development of harness-backpack combos, safety harnesses with reins and toy-integrated harnesses.
  • Type testing and conformity assessment by test laboratories to demonstrate compliance before market launch.
  • Quality control and supplier verification for manufacturers and importers.
  • Regulatory guidance for retailers, child safety auditors, and standards bodies evaluating product safety for infants and toddlers.

The standard EN 13210-2:2020 sets forth crucial safety requirements and test methods for children's harnesses incorporating backpacks and reins. It is designed specifically for those products that are intended for use by children who can walk competently, up to the age of 48 months. This focus on a specific age range ensures that the standards are relevant to manufacturers and consumers alike, addressing a vitally important safety aspect for young children. One of the significant strengths of this standard is its comprehensive approach to safety. By specifying minimum safety requirements, it provides a clear framework that manufacturers must follow to ensure their products are safe for children. This clarity helps in fostering consumer confidence in children's harnesses that incorporate backpacks and reins. The inclusion of test methods further enhances the standard's credibility, as it allows for systematic evaluation of whether products meet the stated safety requirements. Moreover, the standard also acknowledges that certain functionalities beyond its scope may exist in products, directing users to consult relevant European standards. This provision not only maintains the focus on safety for the specified use but also encourages a broader understanding of overall safety in children’s products, reinforcing the importance of thorough evaluations. In the landscape of child safety regulations, EN 13210-2:2020 stands out for its targeted approach and detailed methodologies, ensuring that children's harnesses with backpacks and reins are constructed to the highest safety standards.
