Update the standard to include new functions defined for NG DECT.
The present document specifies that set of technical requirements for Digital Enhanced Cordless Telecommunications (DECT) Fixed Part (FP) and DECT Portable Part (PP) necessary for the support of the Generic Access Profile (GAP). The GAP is applicable to all DECT Portable radio Terminations (PT) and Fixed radio Terminations (FT) which under the scope of EN 300 176-2 [10] (i.e. 3,1 kHz telephony teleservice) and specifies the minimum functionality that is supported by all other 3,1 kHz voice profiles. The objective of the present document is to ensure the Air Interface (AI) inter-operability of DECT equipment capable of 3,1 kHz telephony applications, in such a way that any DECT PT conforming to the procedures described in the present document is inter-operable with any DECT FT conforming to the procedures described in the present document. The profile consists of the minimum mandatory requirements that allow a 3,1 kHz teleservice connection to be established, maintained and released between a FT and a PT with the appropriate access rights, irrespective of whether the FP provides residential, business or public access services. In addition, the present document defines the features, services, procedures etc. for both the FT and the PT, which are provision mandatory either in the PT or in the FT, as well as some elements that are provision optional but still process mandatory. Mobility Management (MM) procedures at the DECT AI to support incoming calls and outgoing calls are included. Inter-working between the FT and the attached network is outside the scope of the present document.

This TBR specifies the technical characteristics to be provided by terminal equipment which is capable of connecting to a GSM network (PLMN) and which uses DECT for network access. The cordless transmission for such terminal equipment operates within the frequency band 1880 - 1900 MHz. A DECT-terminal equipment comprises two elements, referred to as a Fixed Part (FP) and a Portable Part (PP). The objective of this TBR is to ensure air-interface interoperability beteween a FP and a PP following the DECT/GSM interworking profile IWP (Note 2), where these parts are capable of 3,1 kHz telephony applications, and where the FP is connected to the GSM PLMN in order to provide GSM services (according to TBR 19/20) over the DECT air-interface. For functional parts of a FP, that are terminal equipment, which are declared to conform to the basic CTRs for DECT (Note 1) and to the DECT/GSM IWP, the requirements of this TBR shall apply, in addition to the attachment requirements for the appropriate GSM PLMN. The requirements of this TBR are also applicable for the complete set of functionality of a PP declared to conform to the DECT/GSM IWP. For a PP, this TBR is in addition to the basic CTRs for DECT. Where a feature is indicated as optional, it need not to be provided. But where such a feature is provided, the FP and/or PP shall conform to the requirements and tests of this TBR. This TBR is structured to allow type approval of the FP and PP as separate items. For each requirement in this TBR, a test is given, including measurement methods where applicable. The terminal equipment may be stimulated to perform the tests by additional equipment if necessary. This TBR does not apply to FPs where they form part of the GSM PLMN. Technical charcteristics which shall be provided by terminal equipment which is capable of connection to a public telecommunications network (1) and which uses DECT cordless communications. These requirements shall apply to DECT equipment providing any telephony application. The cordless transmission of such terminal equipment operate within the frequency band 1880-1900 MHz. It shall apply in addition to the attachment requirements for the appropriate public network; and in addition to the CTRs for DECT General attachment requirement for telephony applications. DECT comprises two equipment elements referred to as Fixed Part (FP) and Portable Part (PP). The objective of this document is to ensure the air interface interoperability of DECT equipment capable of telephony applications, in such a way that any DECT FP conforming to the procedures described in this document shall be capable of interoperability with any DECT PP conforming to the procedures described in this document. The FP and/or the PP shall conform to the requirements and tests in this document. This document is structured to allow type approval of the FP and PP as separate items. Where the DECT FP is connected to a PSTN, and where there are specific national variations in the requirements for voice telephony, these shall be accomodated within the FP so that the PP shall be common. (1) Note 1: CTR for basic rate ISDN, CTR for primary rate ISDN, or national regulations (implementing ETS 300 001) for PSTN. Inteconnection of DECT terminals to the GSM network is still under study; in due course, the scope statement may need amending to reflect this point.
