General Information
This European Standard is applicable for the preparation of representative test portions from the laboratory sample that has been taken according to the sampling plan (EN 14899), prior to physical and/or chemical analysis (e.g. preparation of eluates, extractions, digestion and/or analytical determinations) of solid (including monolithic material) and liquid samples and sludge. It is also applicable for the preparation of test portions from digests and eluates for the subsequent analyses.
This European Standard is intended to find the correct sequence of operations and treatments to be applied to the laboratory sample in order to obtain suitable test portions in compliance with the specific requirements defined in the corresponding analytical procedures.

This part of ISO 5667 establishes principles, basic requirements, and illustrative methods for dealing with the use of sample data for decision making based on the assessment of the confidence that water quality:
a) meets targets and complies with thresholds;
b) has changed; and/or
c) lies in a particular grade in a classification system.
This part of ISO 5667 also specifies methods for preliminary examination of the sensitivity of decisions to error and uncertainty, although it does not cover the full range of statistical techniques. This part of ISO 5667 provides general advice on decision making related to constraint formulation for expression of thresholds and targets and the form and scale of sampling programmes. NOTE 1 In the water industry, “standard” is commonly used to indicate the value or limit of a parameter of interest. However, in this part of ISO 5667, the term “threshold” is used to avoid confusion with published national, regional, and International Standards. NOTE 2 This document is framed in terms of sampling and measurement of chemical concentrations, in particular those subject to strong day-to-day temporal variations. The principles apply, however, to any item estimated by sampling which is subject to random error, including microbiological and biological data, and data subject to strong spatial variations.

This European Standard specifies the procedural steps to be taken in the preparation and application of a Sampling Plan. The Sampling Plan describes the method of collection of the laboratory sample necessary for meeting the objective of the testing programme. The principles or basic rules outlined in this European Standard, provide a framework that can be used by the project manager to:
produce standardised Sampling Plans for use in regular or routine circumstances (elaboration of daughter/derived standards dedicated to well defined sampling scenarios);
incorporate the specific sampling requirements of European and national legislation;
design and develop a Sampling Plan for use on a case by case basis.
This European Standard has been developed for the characterization of waste.
There may be a need for more than one Sampling Plan to meet all the requirements of the testing programme. Ultimately the Sampling Plan provides the sampler with detailed instructions on how sampling should be carried out.
NOTE Although this European Standard in most cases refers to the taking of one sample or increment or the preparation of one laboratory sample, it should be noted that often this should be more than one. For simplicity reasons this European Standard uses singular terms, while plural terms are also possible or even likely.

This European Standard specifies two methods for the determination of total organic carbon (TOC) in undried waste samples containing more than 1 g carbon per kg of dry matter (0,1 %).
This standard can be applied as well to sludges, sediments and comparable materials.
When present, elemental carbon, carbides, cyanides, cyanates, isocyanates, isothiocyanates and thiocyanates are determined as organic carbon using the methods described in this standard. An interpretation of the measured value may therefore be problematical in cases where the waste contains relevant levels of the above mentioned components. If needed, these components shall be determined separately by means of a suitable validated procedure and be recorded in the test report.
NOTE At the time of publication of this European Standard a standardized procedure for determination of elemental carbon in waste is not available.
