Railway applications - Fire protection on railway vehicles - Part 4: Fire safety requirements for rolling stock design

This document specifies fire safety requirements for railway vehicle design to cover the objectives specified in EN 45545-1:2013.
The measures and requirements specified in this document aim to protect passengers and staff in railway vehicles in the event of a fire on board by minimizing the risk of a fire starting, delaying the fire development and controlling the spread of fire products through the railway vehicle, thus aiding evacuation.
It is not within the scope of this document to describe measures which ensure the preservation of the railway vehicles in the event of a fire.

Dieses Dokument legt Brandschutzanforderungen für die Konstruktion von Schienenfahrzeugen fest, um die Ziele zu erfüllen, die in EN 45545 1:2013 festgelegt sind.
Die Maßnahmen und Anforderungen, die in diesem Dokument festgelegt sind, haben zum Ziel, Fahrgäste und Personal im Falle eines Brandes an Bord zu schützen, indem das Risiko minimiert wird, dass ein Brand entsteht, indem die Brandentwicklung verlangsamt wird und indem die Ausbreitung der Verbrennungsprodukte innerhalb des Schienenfahrzeugs so gesteuert wird, dass damit die Evakuierung unterstützt wird.

Le présent document spécifie les exigences de sécurité incendie pour la conception des véhicules ferroviaires pour atteindre les objectifs spécifiés dans l'EN 45545-1:2013.
L'objectif des mesures et des exigences spécifiées dans le présent document est la protection des voyageurs et du personnel de bord dans les véhicules ferroviaires en cas d'incendie à bord en réduisant le risque de départ d'un feu, en retardant son développement et en contrôlant la propagation des produits du feu à l'intérieur du véhicule, facilitant ainsi l'évacuation.

Ta dokument določa zahteve glede požarne varnosti v konstrukciji železniških vozil za doseganje ciljev iz standarda EN 45545-1:2013.
Ukrepi in zahteve iz tega dokumenta so namenjeni zaščiti potnikov in osebja v železniških vozilih v primeru požara na vozilu. Ukrepi zmanjšujejo tveganje nastanka požara, zadržujejo razvoj požara in pomagajo nadzorovati širjenje produktov ognja po železniškem vozilu, kar pomaga pri evakuaciji.
V okviru tega dokumenta niso opisani ukrepi za obvarovanje
železniških vozil v primeru požara.

applications”, the secretariat of which is held by DIN.
This European Standard shall be given the status of a national standard, either by publication of an
identical text or by endorsement, at the latest by August 2024, and conflicting national standards shall be
withdrawn at the latest by August 2024.
Attention is drawn to the possibility that some of the elements of this document may be the subject of

This document supersedes EN 45545-4:2013.

Introduction
EN 45545-4 has been developed from existing fire safety regulations for railway vehicles from the
International Union of Railways (UIC) and different European countries.
In using the operation and design categories specified in EN 45545-1:2013, the requirements laid down
in this part take into account the current operating conditions for European public rail transport.

1 Scope
This document specifies fire safety requirements for railway vehicle design to cover the objectives
specified in EN 45545-1:2013.
The measures and requirements specified in this document aim to protect passengers and staff in railway
vehicles in the event of a fire on board by minimizing the risk of a fire starting, delaying the fire
development and controlling the spread of fire products through the railway vehicle, thus aiding
evacuation.

4 Fire protection measures
4.1 General
In consideration of the wide range of possible interior layouts for rail vehicles it is only possible to specify
a limited number of normative requirements to control the risks of fires starting accidentally or
deliberately and to then control the risks of such fires spreading. Informative guidance is therefore set
out in Annex A to provide accepted good practice and design aspects to be considered.
NOTE Requirements for smoke containment are covered in EN 45545-6.
4.2 Minimizing the risk of a fire starting
4.2.1 General preventive measures
Access shall be denied to all areas not intended for passenger use. These shall include, where applicable,
but are not limited to:
— drivers’ cabs;
— staff areas, for example staff offices, compartments, catering and cooking areas;
— luggage compartments;
— areas behind ceiling hatches or access panels;
— the interior of technical cabinets (including engine compartments);
— the interior of underfloor equipment cases.
